- How to apply for an authorization?
After connecting to the registry, it is necessary to apply for an authorisation. The application requires three types of information:
- Stakeholder detail
- Activity details
- Financial and operational details

To obtain the authorisation, four documents are mandatory:

The AEV has a period of 120 calendar days to assess the application, starting from the date on which it is received.
The implementing regulation (EU) 2025/486, adopted on 17 March and entering into force on 28 March 2025, provides the legal basis for the conditions and procedures related to the status of a CBAM‑certified declarant.
What else can be done in the CBAM Registry?
Currently the main access point is the AMM (Authorisation Management Module). This module allows users to submit an authorisation request and manage it. It also serves as a direct communication and cooperation tool with the competent authority. At the beginning of 2026, the import tracking module became available. It shows the total quantity of CBAM goods imported during the selected year. Access to the AMM may be requested solely to use this tool, even if no authorisation is required.
Soon, additional features will be introduced to enhance the user experience.
- Certificate calculation module: This module will calculate the number of CBAM certificates to be surrendered in the following year. It is expected to be available around June 2026. Until then, the price must be carried out manually.
- Reporting module: This module will support the submission of the final report before the September 2027 deadline.
- O3CI module: This module, which is already implemented, allows operators in third countries to share information more easily with importers for the purpose of report submission. From 2027 onwards, operators will be able to enter their verified values and share them with their clients and the competent authorities for validation.
- CCP (Common Central Platform): The Common Central Platform will enable the purchase and surrender of CBAM certificates. It will be operational as of 1 February 2027.
- Upcoming developments: Additional modules will be developed to further improve the user experience within the Registry and to reduce the administrative burden in the long term.
